Brownfields / Site RedevelopmentScope of ServicesThe cleanup and redevelopment of abandoned or underutilized industrial sites, known as Brownfields, have been hindered in the past by possible environmental contamination and potential liability under the Superfund program for parties that purchase or operate these sites. In recent years, many states have begun to work constructively with local communities and businesses to provide regulatory relief, loans, and technical support to expedite development of Brownfields into usable productive properties. Legislation signed in 2002 by President Bush increased state funding for Brownfield projects, protects innocent small business owners and employees from unfair lawsuits, and focuses efforts on the actual cleaning of contaminated sites. BrightFields has extensive experience in management of Brownfields projects where demolition or renovation is required, particularly when remediation is done in conjunction with new construction. Delaware Voluntary CleanUp Project Experience
BrightFields’ project experience and success assisting clients with Delaware’s Hazardous Substance Cleanup Act (HSCA) is unmatched. The State of Delaware has established requirements for consultants/contractors that must be satisfied in order to perform investigative or remedial work under the Delaware Hazardous Substance Cleanup Act. BrightFields, known as WIK Associates at the time, was the first environmental consultant/contractor to be approved by DNREC to perform work under the HSCA Program in May 1994. BrightFields has extensive experience performing Facility Evaluations, Remedial Investigations, and Feasibility Studies, as well as various types of remediation at HSCA sites in Delaware.
BrightFields assisted DNREC in developing the format and requirements of Delaware’s Voluntary Cleanup Program (VCP) and Brownfield Program, and has worked with DNREC and representatives of the redevelopment community to develop a package of Brownfields initiatives to encourage the cleanup and redevelopment of Delaware’s industrial properties.
